Where did I say he's not bound by state and federal laws? He very obviously, is, which is why he got arrested. If it reads to you like I wasn't saying that, you misinterpreted what I said.
There's plenty of states that absolutely allow the individual to "manufacture" unserialised and unregistered firearms, hence the huge '80%' industry in the US.
Your post could be interpreted as “legal under the constitution” but not State & Federal, which is argument of some 2nd amendmenters that they can just disregard state or federal law if they feel fit
