I don't think UKARA would be needed, seeing as it's the buying (or receiver) who needs UKARA, not the seller (or sender).
It may need an orange tip (1cm+ bright orange on the end of the barrel, usually the whole flashhider) though, depending what state it's going to and where in that state.
And I think the receiver will have to pay the customs chargers, as you would if you bought a gun from a US website.

You declare that it is a RIF and leave it at that. The buyer pays taxes and charges his end.
Follow his instructions regarding painting the tip, advise him that you are aware that most if not all states require the blaze tip, but that you are unfamiliar with specific state legislation and will need him to tell you what to do to make sure the gun is legal for him.
It is his fault if he doesn't tell you, or tells you wrongly and gets in the deep end for it. Just keep a note of what he tells you.
You do not need UKARA at all as the purchaser is not residing in the United Kingdom, he is not bound by our VCRA. The sale therefore falls beyond the remit of said VCRA and you need not prove yourself to anybody.
