That would be classed as stealing, and it's our taxes that pay for it. You want MTP, cough up and buy it or join the military

Well not necessarily. He can use it whilst its not in use by the owner, when the guys come back from Afghanistan they don't wear it on base anyway.

Besides on return a lot of the squaddies burn theres so its better than that

They're going to be wearing it full time soon. All DPM and desert stuff is now being handed in as MTP is issued. It will be worn in all environments
