Does an IF (Imitation Firearm) become a RIF with add-ons?

Hi

As I understand it to be considered an IF, a gun needs to be 51% covered in a bright colour.

If you have a two tone gun, then add a scope, flashlight, rails etc would that turn an IF into a RIF?

Or are those not counted as part of the gun?
