Yes you can use rifles and such when at a base/on tour, but you cannot buy anything gun shaped in the UK. TBH, anyone serving in the forces is over 18 anyway, so UKARA isn't really an issue to get

It's a bit like DRM on games. People who want to pirate them will get past it anyway, but people who are buying it legally run into more problems because of it.
