Does a balaclava and tactical goggles count as a full face mask?

As long as the balaclava does not have a mouth hole, then i would think yes. The main reason to have a full face mask is to stop your teeth getting shot out.
You may want to ask the sight you go to first as they have different rules, as some sites may feel that a balaclava wouldn't protect against a high power BB to your teeth.

On my internet searches I have seen some mesh masks with the holes to put goggles in does anyone have one of these masks and are they decent?
They seem like a good idea to me so you can keep your goggles/ glasses on while you scratch your face or have a breather ect.
