Active breaking not working

So I decided to go from 16:1 to 13:1 all went well got it shimmed nicely but I now have issues where my gun is double triple and going burst in semi and if I depress the trigger really slowly it will full auto in semi when the trigger is still depressed. I have had a look at my cut off lever and it looked OK I'm really confused by what's happening. My gearbox loadout is:

Zci 13:1 advanced gears

Zci high torque motor 

Rocket 14 tooth piston

Rocket piston head

Rocket nozzle 

Gate nano hard mofset

Yep all activated qnd watching the piston it's all over the place sometimes it's back sometimes mid way I thought active breaking stopped this

depressing the trigger slowly sounds like you're getting far enough to trip the contacts, but not far enough for the cutoff lever arm to engage and kick it out.
