You don't need both. There's a little piece built into M14s above the back end of the bolt that can have a scope ring mounted to it somehow.

Getting one of those, plus the RAS at the front will allow you to get a scope.

Just make sure you check that the rear piece will sit at the same height and you're golden.

It fits in using a dovetail groove- I'm not sure if you'll find scope rings which attach with an angled dovetail mount

M14's should be all wooden and stuff, not covered in rails!

I was planning to get an m14 and put a red dot with a magnifier on it which would need to be close to my face and I also like rails at the front because they look cool. But then again, that would be a long time before I can get that. I'll ask when my exam...
