Could be many things other than hop rubber. Does it happen when the hop is set to minimum? If so it could be hammer the gas system as well 

I did have a adjust it up and down. Down made it worse, up just dropped the fps.

But did up make it more consistent? 

Didn't really put enough rounds through it. I'm working nights so it was only a quick 30 or so. I'll do some proper testing when I'm off but lower hop seemed to be wildy different and more hop seemed more consistent but much lower fps.

Ill probably try .28s in it too.
